If you sign up for a cup, you should do your best to get your games played. At some point, you should be able to see that "I'll see you on msn/icq/snoop" just doesn't get your games played.
Unfortunately, mods are dependant on the co-operation of the players. And while in most cases, the participants do a good job at getting their games played, but a few people give problems.

Not everybody uses snoop, not everybody uses msn, not everybody uses IRC, but there is one mode of communication that all participants of TUS cups have in common: the TUS site.
I suggests players use the forum. Arrange games.
Perhaps the moderator can announce a set time for the games to be played.

I'm not sure how to handle repeat offenders (so to speak). I don't think they're cut out for cups like these tbh.
