Any good drawing software for maps?

Im trying to find a good software in order to do maps but I havent found a good one yet that I like.

One thing I want to be able to do is shapes and the ability to change their proprieties (height/width, location, rotation).

And please, the software must be free (no free trial).

GIMP may be a good one for you, because it handles indexed images very well. It doesn't have shapes tho.

Otherwise, you may try Inkscape, but that's vector based.

Shapes should be vector, not much sense in triangles and ovals if you have to redraw them completely if you did that a little wrong. PaintShopPro 9.01 is very nice program, but it isnt freeware. From what I tested, I prefer Inkscape a lot. I love using vectors to handle shapes.
