From time to time yeah. Servers are still shit, but can't say I ever experienced major laggs if didn't stream and play at same time. Maybe you'd need to lower your graphic settings on pc. They could cause you lower fps and stuttering in game. Tried to play it on ps4, but it's so slow and shiny (most of settings cannot be changed like they do in pc version) that I give up after 1-2 games.
