May I suggest to allow a maximum of 8 teams. If you go for 16, you need 32 people, which you will not get. If you go for 12 teams then you have 3-team groups, which is gay.

Here we use DE system in KO, interesting will , if KO come 8 teams, not 4.
16 teams will hard find, better use in group stage i think 12 teams :)
