So this way it work: 10 cups is maximum. But which cup will be next? There is a queue?! Maybe better way vote for approving cups, and the most popular cups will be approved first.

The oldest awaiting cup is the next one to start as soon as one of the 10 cups going on so far ended, but if another cup on the same scheme is already going on, then it's the second oldest one (and repeat that process if applicable again).
