Bring back TEL with the following changes:
1. Add the schemes "Girder shopper" and "Beginner"
2. Stop closing it so often.
3. Ban people from the tournament for spamming
4. Start keeping it permanent.
5. Make Elite the most popular scheme in TEL.

Why not just remove Elite and leave only your Girder Shopper in "The Elite League" ?
