Title: Enlarging a big image (tiff file)

I have a tiff image of about 3000 x 2300 pixels, 300dpi (20 MB), which I want to increase to roughly 8000 x 6000. Can anyone advise me on the best program(s)/algorithm(s) to accomplish this? I already have an adobe-produced version and the windows 10 MS Paint version, which are almost identical. And these are actually decent quality, so I'm mainly wondering if you can do better.

Let me try with Jasc PaintShop Pro. XnView also can resize with many methods.

IrfanView. Freeware.  You can use resize or resample (more methods, calculating mid-colors). With resize it will be sharp as blade.
