There are programs for use wa map editor without join in the game??

MapGEN is as close as it gets. It can generate random png maps of arbitrary size, amongst other things. Check team17 forum for that.

There's also BitMonkey, but that program can only convert saved .bit maps to .bmp, change water level and simple stuff like that.

If you wonder about landgen.exe, that program is not used by w:a anymore, and it can only be run by wa.exe anyway.

yea no1 uses bitmonkey anymore, as u can convert .bit maps to .png maps with right click x:
