Yes, the standard tus scheme is, in fact, terrible.  Korydex and I tried to get it changed to something reasonable, like this:

Less mines, no crates with silly weapons.  Never happened, maybe someday

It can in fact be tied, the player that goes first is always at a disadvantage, no matter the scenario, since they are first to move forward, therefore the first to encounter mines on the map.  A tie would occur the same way it does in a big rr.
