Title: Why is AFR not in TUS Shopper?

In every normal Shopper game I've played, you are required to attack from the rope. Why is that not required for TUS shopper?

There are a lot of problems with TUS shopper, having no AFR rule in it is the lightest problem of all :D

It was not always like that. The current TUS Shopper scheme is the most balanced scheme compared to the previous scheme we had.
