Yeah especially freeze can be evil sometimes. Unfortunately u can't control super weapons' probabilities, only turn them all on/off. On the other hand, freeze+scales means u can't do proper attacks for 2 turns early in the game when u fight for crate spawn spots. T17 is all about adapting and it's _usually_ possible to reach at least a draw, no matter what weapons u get.
