Just buy a new pc, 8 gb ram intel i4 3.3ghz sapphire HD6770

None know what can be the reason of those annoying screen lags?

Minimize the programs like snooper to tray. Look in the settings and set hide all windows and autominimize to tray when joining/hosting games.
