WA folder -> Tweaks -> Vsync_On. Then force vsync off in your graphic card settings.

or install older Nvidia driver (378.92) and make Windows not update it automatically

Windowkey+R, then type: winver
If your win10 version is bigger than 1607, that could be the reason why games acting weird.

I have already replied in your original thread 2 weeks ago. Here it is, in case you missed it. Right-click WA.exe, choose Properties -> enable Compatibility mode with Windows 8 or 7.
This should probably be the most painless method (does not alter the feel of the game, easy to enable).
