A question for Steps, that issue isnot much more a disk issue than a priority of the SO? I mean he changes the disk to one SSD, will he avoid this problem?

It's something about how CPU resources are given to the game. I had the exact same problem a very long time ago (in 2010) on a Windows 7 system, and setting the priority to high helped eradicate the issue. However, I could never figure out the true reason (maybe there was some driver installed that I didn't need, or something else...), and the problem went away by itself after reinstalling the OS.
