No, anyone can play it. It's 3-6 player darts game with multiple maps (depening on how many play). Games last about an hour. More info can be found here: https://www.tus-wa.com/forums/ds-ds-tours/dst-v3-s7-rules-guidelines-28587/ Anyone marked 'active' on dS group page will be happy to talk to you if you want to know more about darts.
Activity is dropping a bit though, so 1v1 could maybe work for quicker games.
