Schemes can indeed not be picked more than once.

If a draw happens when a player picked the scheme, that scheme goes back into the available schemes to pick and the other player gets to pick the next scheme from whatever is left to pick from.

While there is no rule that directly says you can't choose the same scheme again, the existing rules indirectly convey that.

I can't blame Free though, the rules are written in a way that makes it easy to overlook.
