ae need help with flag

so I try to make this as my team flag... sometimes it doesn't show in the list, sometimes it shows in the list and lets me choose it but instead I see a different flag in game, sometimes the game lets me use this flag but it has weird colours.... I don't even...

can any1 make this as a usable team flag please?
