UPDATE: It seems the driver wasn't a (major) problem after all.

As I suspected at first, but couldn't find no evidence, it was the hard disk. I don't know why, but hybrid drive I have has somehow bad APM values set, forcing him to enter power saving mode every couple of seconds for no reason.

There's a software, quietHDD which disables power saving, but it has to be run every time you reboot the computer!
I made a startup script, but sadly windows ignores it...  So well, unless Seagate releases new firmware and I doubt they plan on doing that, I'll have to figure some other way.
Btw I used one more software which supposedly set my APM values to max, meaning the frequency of power saving is the lowest (or disabled), but it still rolled back on me...

Anyway, I noticed yesterday severe lag started happening, it was a huge big rope race, I turned quietHDD on, disabled system suspend, set APM to 255 and voila!
From 25% to 75% not a single damn spike O.o
Every time I come back to TUS, I realize my last signature was cringe
