Can't aim second bullet in first shotgun shoot

In schemes where there are multiple shotgun shoots each time space is pressed (Full Wormage for example), you can aim for first, third and fourth bullet, but can not for second.

Is it a bug or if intentional - why?

gold shotgun is weird

Without some drawbacks, Gold shotgun would be too overpowered. I think it already is.
