Testing both schemes, for myself I have drawn a conclusion: only hyst AFJ!

Advantage Hysteria afj vs Petrolia - it is possible to plan tactics and very little luck. So the initial choice of the weapon is identical hysteria (best for a players of classical league). Do not forget, in pertrolia we depend on the weapon from boxes!

I know that people can get nice weapons in Petrolia, but it's not 100% luck, btw we could/can edit the scheme.
There is lot of luckers schemes in Free League, give a chance to both. 

is this hyst where the only changes are 2 sec turn and the afj rule?

What about AFJ with added crates/health packs in it? That's my opinion.. >_>

And it would be cool to play an Hysteria where you just have Homing missile or that pigeon in it. Tried it and it worked  pretty good with a friend before.

Or also an Hysteria game with Ninja rope in it? I played this with Rambo once and it worked out pretty well. It's pretty hard for me at first because you have to shoot rope, and then let go of the weapon, but I got it now after a few tries. >_>
