Moderators will never decide about the outcome of a game considering the skills of the players. Always the state of the game is what the moderators consider.

Anyway, I think this is somehow a free win, isn't it? In that case, the loser of the game has one week to claim the game to be played. I know this applies when a Free Win is reported, not sure about lag-out reports. Just telling you to be prepared if that happens.
