a theme creator can distribute sprites alongside the theme, and everyone with wkTerrainSync and that theme will see these sprites at the same time, and not just the one who installed ur gfx pack

I'm pretty sure these files never get changed for the sake of preservation. even WWPR in-game flags didn't change, just the frontend ones did

flag of iraq did change after the release of WA. however, this isn't the only case, the most notable one is of Georgia
