A few things I am unsure about, moving up by beating people below you, there are people on TuS who would rather play 20-30 games vs noobs a day to move up 4-6 spots rather than doing it the proper way.
The activity requirement, I like the overall idea but don't like the way it would work, imagine someone was like 100 wins and 6 losses, which is amazing for Roper, they were #1, decided to take a break for half a year, now they are last, does that not seem stupid to you or am I mad lol? Or is there a threshold, like they can only ever be as low as the middle with inactivity?

Yes I agree with not moving up by beating people below you. Defeats the purpose of the ladder really.
The activity requirement stops people from being near untouchable. If they were on top for 2 months then they will set the standard in the hall of fame with 60 days on top. The whole win loss thing won't be seen.
Also if a good roper takes a break and finds himself at the bottom, if would not take long to get back up if he can beat people in the top 10.
The ladder won't be a overall thing, it will be the top roper playing right now!
If your looking to be remembered you need to stay on top and set your record there.
