This has happened so many times in the past that I am not surprised anymore. Yeah, it is a pain to wait hours for a clanner but making excuses wont help either. I have seen the same kind of videos from a long list of countries, including Chile. Yet, I cannot see any link between this particular video and the WC. There's fair possibility that some of those films were shot years ago or in other countries.
