I think that is a bug in the Friendly URLs, check:

404 Not Found

Usually it must to works without "/" also.

I guess this is not a "bug". "/" is needed, because in the apache settings it is set that "/" must be at the end of the friendly urls

mb if MI try this:

/?$                      <- optional use of / at the friendly url end   

If you use the links on the site to surf then you won't get such errors.. I think that's because MI didn't take such a row into the htaccess file (or somewhere) or I dunno why
