Why would you reinstall Windows over a connectivity issue? That's a step you would do when Windows is f@#!ed.

hi, did you try looking at the reason when you first received your ban?
please try visiting http://dronebl.org/lookup
press "Lookup!" and if your IP is listed in there, request removal and wait for about 12 hours.

hmmmm delete all files inside ur computers and sell ur computer... buy it back with higher price than u sold it for.... problem solved at my end

I had it too some years ago, some ppl might remember... i couldnt join Wnet via game or via any snooper

Problem was solved when i changed my inet provider.

IP ban is cruel, because many people have dynamic ips... I think your ISP can help you with it.
