1) I'll decide what to do once the deadline is reached.
2) Game arrangement like Group 1 did is the best way to get games done; however, if your opponent fails at doing that in one way or another (I won't point fingers at anyone, but basically: doesn't reply to game arrangement messages, doesn't show up for arranged games for no apparent reason...), then that's where you can fairly complain about his inactivity.
