Them Russians with an average of 5 ping, that's incredible lol. I always knew German internet is not exactly great.. There are faster connections than mine of course but I'd consider mine average.

Regardless of speeds, it doesn't have much to do with the hosting stuff. Because my latency to most in Europe will be 400ms, which is dodgey as shit maaaate.

my last test in moscow (the speed was temporarily increased for customers from 50/50 to 65/65 until late August), where I used my 802.11N wifi point

and currently i'm in a village outside* (same ISP but not broadband: 3G instead)

* my wormnet server can't work here due to NAT.

depends on the tariff plan, but normally (for home customers) this isn't normal. the test server you were using could just give improper results (servers could be overloaded too, although rarely). this is a little disadvantage of speedtest, but still there are lots to choose from, just make sure it's close enough to you, because, for example, using an US speed test server in europe will give a rather slower download/upload speed result
