SPW in order to fix "noob-bashing" couldn't the moderators of TEL come up with some sort of system preventing this?

For example, a panel of judges who know the most about Elite and how good the players are, who can decide if they have been noob-bashing or not?

Or you could make a % limit that you must play a certain amount of different players also to qualify for playoffs?

Or even think of some other way?
