It's doable. Program is called MSI Afterburner.
You can set whatever fps number you like. Try not to put it over refresh rate of your monitor. Best is to use 60 probably.
In my case laggs/freezes happened again cause low PC, but less then before fps locking.
EDIT: ..and yeah. It's a significant change when playing without rope delay. Much smoother and easier to control it when V-Sync is off. Better graphic card could solve laggs issue.
