You cannot delete account, you can only reset Statistics.

But in the worst case, reasons such as "you dislike TUS", sadly we can't delete. You can simply leave your account abandoned.

Accounts hold too many information and have a very close relationship with other members/parts. Deleting account won't make sense, since there will be places that requires you account, such as games. (e.g. your opponent is on the other side of the game)
TUS policy is to store everything from the start.

You just have to change his nick and informations to a random thing MI.
So you still get his account for games etc, and Ombi wouldn't get it anymore (no nick in it, neither mail, etc..).

Yes, like many forums do, call the leaving member "Anonymous" maybe "Anonymous-1", "Anonymous-2", etc... And delete personnal informations like IM, mails, etc.

I guess it works like this in every web-site. In Ligaworms.org people who ask for delete accounts get a permanent ban. So I think this could be the solution if you are so worried about it
