How many players do you want for this, shady?
Blocking has always been allowed on worms2. Its simple to avoid being blocked but takes more skill to block someone and even more skill to get unblocked quickly. Who is against adding more skill to a scheme?

W2 had destructible terrain, which made blocks a lot less unlikely to happen. And also, there is absolutely no time for knocking unless the crate is very-very close - it just became annoying after a while I guess. There is a reason why blocking became forbidden in ropers - I'm just not oldschool enough to know.
with 16 players we would get 4 groups of 4 players in each of them (= doesn't that sound good?
