Yea, when the fan is spinning so fast, it show some kinda line effect that slows down slowly, and then it stops for the moment, and then it start accelerating reverse than fan's motion. I hope that's what Stroboscopic effect means.
Also, camera is not so fast to detect it (like 20 or 30 fps), so Helicopter is showing that it's wings are not moving.
